Human Rights Campaign Declares ‘State of Emergency’ for LGBTQ+ Americans

The Human Rights Campaign (HRC), the nation's largest LGBTQ+ civil rights organization, has officially declared a state of emergency for LGBTQ+ individuals in the United States.

This declaration comes in response to an alarming surge in anti-LGBTQ+ legislation, with more than 75 bills signed into law this year alone, doubling the previous record. In light of this crisis, HRC has released a report titled "LGBTQ+ Americans Under Attack," providing a national warning and guidebook for the LGBTQ+ community.

The guidebook includes health and safety resources, state-by-state law summaries, "know your rights" information and resources to support LGBTQ+ travelers and residents living in hostile states. The threats faced by LGBTQ+ Americans are real and dangerous, leading to violence, displacement, and increased homophobia and transphobia.

The legislative impact report from HRC highlights the escalating crisis for LGBTQ+ individuals across the country. Over the years, there has been a steady increase in anti-LGBTQ+ bills introduced in state legislatures, reaching a staggering 500 bills in 2023 compared to 115 in 2015.

This year, more than 75 bills have been signed into law, setting a new record. The impact of this legislation is particularly severe for transgender, non-binary, and gender non-conforming youth, who face restrictions on medical care, inclusive education, and participation in sports.

Transgender sports bans affect around 30% of high school-aged transgender youth while gender-affirming care bans impact nearly 31% of all transgender youth aged 13-17. Additionally, bathroom bans prohibit 14.8% of transgender individuals from using facilities in accordance with their gender identity. The consequences of these discriminatory laws are significant, jeopardizing the well-being and rights of LGBTQ+ individuals across the nation.

The declaration of a state of emergency by HRC underscores the urgency of the situation and the need for action. LGBTQ+ individuals and allies can access the guidebook released by HRC to navigate the complex landscape of laws and protect themselves. It is crucial to recognize the gravity of this moment and stand on the frontlines to fight for freedom, equality and the safety of LGBTQ+ people.
